Franklin L. Lavin, Under Secretary of Commerce for International Trade, released a statement on the decision by the Committee for the Implementation of Textile Agreements to end further consideration of 24 requests for safeguard action on imports from China.

He stated, “On November 8, 2005, U.S. Trade Representative Rob Portman and Chinese Minister of Commerce Bo Xilai announced a broad agreement on textile trade between the United States and China. The agreement establishes conditions on trade in the vast majority of products covered by these cases and provides a general framework for textile trade between the United States and China. Based on these considerations, CITA has ended further consideration of all pending textile safeguard petitions.”

The categories that will no longer be considered for safeguards include:

  • Cotton knit shirts & blouses
  • Men’s & boys’ cotton & man-made fiber shirts, not knit
  • Women’s & girls’ cotton & man-made fiber shirts & blouses, not knit
  • Cotton & man-made fiber skirts
  • Cotton & man-made fiber sweaters
  • Cotton trousers
  • Cotton & man-made fiber brassieres & other body supporting garments
  • Cotton & man-made fiber nightwear & pajamas
  • Cotton & man-made fiber underwear
  • Cotton & man-made fiber swimwear
  • Polyester filament fabric
  • Other synthetic filament fabric
