The House of Representatives passed Tuesday evening a “mini trade package” that includes a Dominican Republic “2 for 1” Program that grants apparel producers in the DR a credit for one unit of third country fabric (non-U.S.) for every 2 units of qualifying U.S. fabric that is used… 


This credit can then be used to ship a corresponding quantity of eligible apparel (pants and other bottoms) from the Dominican Republic to the United States duty-free regardless of the origin of the fabric from which the apparel product is made.


Under H.R. 6560, the allowance program would be developed and administered by the Secretary of Commerce.  Click here for full text of the bill, which also extends the general system of preferences and provides benefit to companies producing denim in sub-Saharan Africa for export to the United States.
