By region, the biggest decline came in the West North Central, down 41.2 percent; followed by East North Central, down 30.1 percent; South Central, 14.7 percent; New England, 14.5 percent; Mountain, 13.5 percent; Mid Atlantic, 11.3 percent; and South Atlantic, 4.7 percent. The Pacific region was the one area showing a gain, up 2.4 percent
